What the fees apply to
eBay Live uses item price, buyer-paid shipping, buyer-paid handling, and estimated buyer sales tax in its fee basis. Buyer sales tax is not seller revenue. The commission is capped at $100 per item; percentage processing can still increase above the cap.
The low-value fixed fee requires an explicit choice. The official pricing page describes items priced $10 or less, while the help page describes orders $10 or less. If shipping or tax pushes the order over $10, eligibility is uncertain.

For a $100 General-category sale with $5 buyer-paid shipping, $28 cost of goods, $5 seller-paid shipping, and no estimated buyer sales tax or promotion:
